Heat oil in frying pan over medium heat. Add onion and garlic. Cook for 3 minutes. Add mince. Cook, stirring with a wooden spoon for 8-10 minutes.
Add carrot. Cook, stirring for 5 minutes. Add flour. Stir in stock. Season with pepper. Bring to the boil. Reduce heat to medium-low and simmer, stirring occasionally for 10 minutes.
Meanwhile, place noodles in a heatproof bowl. Cover with boiling water and set aside for 3-5 minutes. Drain.
Add pak choy, peas and soy sauce. Cook, stirring occasionally for 3 minutes. Add noodles. Toss to combine. Serve.
